Primary Purpose of Organizational Unit

The Finance and Operations Information Technology Department provides innovative, and responsive technology services to the University’s business units in support of the University’s mission of teaching, research, and public service. The department strives to provide technology to improve business processes and communication, reduce costs, and increase customer satisfaction.

Position Summary         

This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

This IT Analyst/Programmer – 2 position is a member of the Finance and Operations (F&O) IT technical support team, which supports both F&O and certain core units of the Division of Institutional Integrity and Risk Management (IIRM). This position’s ongoing job responsibilities are involved in application development and support for applications used in numerous campus enterprises.

The primary function of this position is to provide application support and data integration for and between multiple systems within F&O, the University of North Carolina and outside vendors. The position is responsible for integrating data between systems, creating queries and dashboards, and making custom changes to software architecture. In addition to supporting applications, this position routinely collaborates with customers, technicians, vendors, and administrators to ensure that quality customer service is maintained.

Primary duties include: (1) Support: Provides technical knowledge and support across a variety of technical environments, development platforms, and applications. Improves end-user experience by developing dashboards and automating reporting. (2) Development/Programming: Works with vendors to customize web applications, understands fundamental SQL structure and can create tasks to share data between systems, and can review table structures in complex databases to retrieve multilayered data. (3) Security: Understands fundamental software security for Enterprise level applications and can implement and maintain those systems security. (4) Project Management: Work with internal customers, vendors, other campus departments. (5) Quality Control and Reporting: Ensures configurations and settings are consistent with established standards. Identifies and corrects performance issues.

Minimum Education and Experience Requirements          

Master’s and 1-2 years’ experience; or Bachelors and 2-4 years’ experience; or will accept a combination of related education and experience in substitution.

Required Qualifications, Competencies, and Experience   

Technical Knowledge: Ability to perform installation, configuration, and maintenance of systems software (inclusive of operating systems and other system level/middleware components) and application software as directed. Manage physical structure, performance, security, and backup and recovery of the databases as needed. Provide system administration duties, systems analysis and programming, and extensive knowledge of relational databases and business enterprise systems.

Technical Solution Development: Ability to create solutions that share data across platforms, provide user friendly reports and dashboards to simplify end user experience, and create and troubleshoot queries and applications that use SQL data. Intermediate to advanced SQL programming skills and knowledge of data analysis tools to optimize performance of queries and processes while maintaining data privacy and security.

Technical Support: Understands issues related to software and SQL. Ability to review and analyze user requests and resolve routine/non-routine problems. Ability to communicate technical issues to non-technical customers.

Preferred Qualifications, Competencies, and Experience   

The preferred candidate will have experience supporting Parking management related hardware and software at a university level such as T2 Systems, Geographic Information System (GIS), License Plate Recognition (LPR), SKIDATA, iOS/Android mobile devices or similar systems, and have experience supporting an enterprise application with users across multiple organizations.
