The Enrollment Management division is a key player in this activity and has a profound effect on the institution's success. The division is committed to developing a data-driven, forward-looking, comprehensive enrollment strategy that enables the institution to pursue strategic goals in an informed, integrated and intentional manner. The division is similarly committed to collaborating with campus partners to develop and implement retention and graduation strategies while leveraging resources to execute these strategies. The Assistant Vice Provost / University Registrar provides leadership and management for the Office of the University Registrar, ensuring that services to the academic units, faculty, students and other stakeholders related to enrollment and the academic record are delivered accurately, timely and professionally. Operating within an enrollment management model, this position will initiate, develop, plan, strengthen and implement continuous improvement, innovative processes, technology enhancements and best practices designed to facilitate student recruitment, retention and graduation. The Assistant Vice Provost / University Registrar is a highly visible department leader, collaborating and sharing information with an extensive group of internal and external participants. While appropriate duties and proportionate authority may be delegated to others, the position may neither delegate nor relinquish responsibility for results. The Assistant Vice Provost / University Registrar ensures the integrity, accuracy, and security of all academic records of current and former students; facilitates effective student registration and enrollment; builds secure student data files and sets policy and procedure for their responsible use; maintains up-to-date course schedules, catalogs and final examination schedules; and manages efficient use of classrooms. This position interprets and enforces policies and regulations of the university and FERPA.
Job Description
Strategic Leadership - 35%
- Responsible for creating a vision, establishing and maintaining policy, and implementing best practices that enhance customer service, uphold the integrity of academic programs, creates a sustainable method of providing support to a diverse and growing academic community.
- Serves as a member of the Division of Enrollment Management leadership team and assists in divisional strategic goal setting and establishing metrics associated with the Office of the University Registrar's short and long-term plans.
- Supports the acquisition, implementation and maximization of systems, tools, and technology designed to secure the university's preferred enrollment future.
- Develop and implement strategic plans that utilize technology to improve graduation, retention and degree progression within the student body.
- Manages the operations of the Office of the Registrar, including course registration, recording grades, certifying student enrollment status, verifying honors and degree fulfillment, managing student records, scheduling courses, updating the course catalog and transcript production.
- Supervise all procedures related to student records and registration, including maintenance of all current and historical student records and course offerings.
- Supervise professional staff whose areas of responsibility include student records systems, transcript production, classroom and building scheduling and course registration.
- Directs the activities and evaluates the performance of staff members in OUR, including unclassified professional staff, university support staff and student employees. Gives oversight and direction to professional development for staff, to management and personnel related issues, and to the recruitment of new staff members.
Strategic Partnerships 20%
- Collaborates with EM units, as well as Comptroller, Student Account Services, Athletics, Student Affairs, Information Technology, General Counsel, Provost's Office, Institutional Research and Planning, and many other campus and community colleagues to maintain University's enrollment goals and ensure compliant delivery of aid to students as well as compliance with all applicable regulations.
- Ensures compliance with all federal, state and conference rules and regulations for enrollment and certification of students, including but not limited to student athletes, veterans and loan deferment reporting.
- Maintain current knowledge of state and federal laws and regulations and university policies; ensure that the Registrar's office processes meet all applicable requirements; work with assigned staff to implement institutional changes as needed to ensure compliance with existing requirements and to meet changing requirements within established guidelines.
Training and Professional Development- 15%
- Oversees the leadership, direction, motivation, and training for staff. Establishes goals, policies and standards for the Registrar's Office.
- Develops training and professional development opportunities designed to grow and strengthen staff while promoting a student-centered environment with consistent, professional and efficient service. Provides appropriate orientation, training and support for all staff members to ensure their success.
- Routinely reviews position descriptions, duties and responsibilities of staff to ensure all materials are current and appropriately documented.
- Orchestrates talent development and related human resource activities within the unit.
- Leads in change that promotes improved assessment, performance and systems.
Data and Technology - 10%
- Serve as the lead student records data steward for the university and the key administrator concerned with the confidentiality and security of student academic records and compliance with academic policies and FERPA regulations in all schools of the university.
- Demonstrate superb analytical ability with statistical analysis for enrollment issues and classroom utilization in support of the university's enrollment goals.
- Develop and implement strategic plans that utilize technology to improve graduation, retention and degree progression within the student body.
- Directs the on-going development and maintenance of registration and record-keeping systems.
- Expertise in the use of technologies of storage, retrieval, retention, archiving and purging of student records, database technologies and data security.
- Provide oversight for data security, acceptable use and data dissemination.
Program Development and Assessment - 10%
- Maintain a registration, records and graduation operation that is efficient, responsive, data-informed and student-focused.
- Creates, safeguards and preserves academic records.
- Serves as the steward of student records and a key partner in the delivery of educational programs.
- Assumes full responsibility for student degree audits and reporting of summary to academic advisors and students.
- Ensures adherence to policy and regulatory requirements.
- Provides guidance in curriculum and program development.
- Oversees tuition assessment, resident classification and associated appeal processes.
Budget and Fiscal Management - 5%
- Administers and oversees the fiscal operations, including the operating budget and any associated fee income and private funds.
- Establishes fiscal guidelines to sustain a sound financial status.
- Develops and maintains three to five year budget forecast in order to meet contractual financial obligations.
Other related duties - 5%
- Assumes other responsibilities as designated by the Vice Provost for Enrollment Management.

Required Qualifications
1. Master's degree or higher and five years of related experience
2. Seven years' experience in supervisory experience of full-time staff.
3. Five years of progressive leadership responsibility.
4. Minimum five years of experience with student records and registration management systems at the institutional level.
5. Strong written communication skills as evidenced by the application materials.
6. Subject matter expert in FERPA and a demonstrated working knowledge of other federal and state laws and mandates pertaining to enrollment and student records.
Preferred Qualifications
1. Experience as a Registrar, Associate Registrar or other closely related unit director position
2. Seven years or more years of demonstrated progressive leadership experience in managing areas related to student registration, academic records, enrollment information services and enrollment reporting operations in higher education
3. Knowledge of current trends, regulations and issues in higher education pertaining to academic records
4. Experience in strategic planning and implementation of short and long-term goals
5. An ability to evaluate and assess policies and systems, facilitate change processes, lead with integrity, and hold a vision for strengthening service through the integration of best practices and ongoing staff training and development
6. Demonstrated personnel management skills to provide guidance to maintain a strong team. Ability to hire, train, supervise and evaluate staff.
7. Working knowledge of institutional compliance and current best industry practices.
