ABOUT THE POSITION
The Wyandotte County Appraiser is an appointed position to a four-year term by the Unified Government of Wyandotte County, Kansas City, Kansas as mandated by K.S.A. 19-430. The County Appraiser is responsible for managing the operations of the Appraiser’s Office, providing high-quality customer service to residents and businesses, and ensuring compliance standards are met with State of Kansas requirements for mass appraisals.
This is an exciting opportunity for the candidate who wants to lead in a diverse community that is on the rise and will lead a team of dedicated professionals. The Appraiser’s Office is undergoing several significant technology projects to improve the customer experience and to enhance productivity by providing tablets in the field to appraisers. The Department has been on the leading edge in the use of data and geospatial analysis.
The County Appraiser provides annual updates to the UG Commission and the County Administrator’s Office on trends and valuation changes across the county. This position requires considerable technical and managerial abilities. The County Appraiser is appointed by the UG Commission and reports to the County Administrator. The position is appointed to ensure independence in making valuation decisions and to keep the appraisal process free from actual or perceived political interference. The Unified Government is a combined City/County that functions with a County Manager form of government. The County Appraiser serves a four-year term beginning July 1, 2021 and expiring on June 30, 2025.
DESCRIPTION OF DUTIES
- The County Appraiser has the responsibility to provide accurate and equitable values across all property classes.
- The duties include assigning work to the supervisory staff and monitoring and reviewing performance; reviewing and approving staff goals; evaluating program activities and making recommendations to the County Administrator on program improvement; enforcing all Unified Government and department rules and guidelines to ensure compliance; coordinate current and proposed program activities and services with other departments, agencies, and organizations; review, propose and/or develop internal training programs and provide guidance to staff; cultivate and maintain community relationships; prepare program fiscal and regulatory reports; develop an annual maintenance plan and monitor implementation to meet State compliance guidelines.
- Represents the Appraiser’s Office at community meetings and events; identifies opportunities to engage the public and build trust in the independence and validity of the appraisal process.
- Provides guidance to other UG departments regarding the appraisal process and issues.
- Tracks and works on legislation and statutes concerning the Office of the Appraiser.
- Manages all divisions within the Appraiser’s Office: Residential Valuation, Commercial Valuation, Personal Property, and Administrative Services.
- Directs the litigation staff and attorneys and determines strategies for valuation cases.
- Is responsible for the certification process for Real and Personal Property valuations.
- Responds to public inquiries; prepares, manages, and monitors annual budget, and manages contracts related to the work of the Appraiser’s Office.
SUPERVISORY DUTIES - Supervises the work of other employees to include assign tasks, train on task performance, schedule work, review the work of others, and instruct other employees in methods or procedures needed to carry out their jobs.
- Recommend hiring, recommend disciplinary action up to and including termination of employment, evaluate performance, participate in the performance evaluation process, sign performance appraisals, and make pay-related recommendations.
EDUCATION & EXPERIENCE - Ten (10) years of mass appraisal experience and a minimum of five (5) years’ experience supervising a staff of five (5) or more people; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
- BA/BS in a related field (business or real estate), Master’s preferred.
- RMA required; additional IAAO certifications (CAE, AAS, etc.) preferred.
- Must be qualified by the State of Kansas as an eligible Kansas appraiser. In-depth knowledge of CAMA (Kansas Orion preferred) and personal property valuation (Kansas guidelines preferred).
- A valid Kansas Driver’s License is required.

Residency: All UG employees must reside within Wyandotte County within one-year of starting a position. The residency requirement is non-negotiable – but KCK is a great place to live, work ,and raise a family so it is easy to meet this requirement.
Assessments/Testing: This position does not require testing.
