DEPUTY SUPERINTENDENT OF WATER, SEWER & ENGINEERING
Distinguishing Features of the Class:
The position deals with civil and environmental engineering issues and requires a NYS PE license in either field. The position involves administrative responsibility for assisting the Superintendent of Water, Sewer & Engineering (SWS&E) in the operation and maintenance of water and wastewater treatment plants and their related distribution and collection systems. Direct supervision is received from the SWS&E. Independent judgement is expected and required to execute the work. General supervision is exercised over a variety of subordinate employees. The incumbent does related work as required.
Typical Work Activities:
- Assists in specifying and purchasing materials, supplies, and equipment for efficient and effective operation of the water and sewer treatment system;
- Prepares plans, drawings, maps, specifications and RFP's;
- Interprets construction plans, drawings, maps and other specifications to subordinates, equipment operators, and others;
- Consults with the Superintendent of Water and Sewage on matters dealing with the budget, purchasing, labor relations, and related personnel matters;
- Investigates water and sewer systems complaints and problems and advises corrective courses action;
- Assists in preparation of tentative budgets for a variety of public works activities;
- Conducts research and relays information relative to certain public works activities to various State and local agencies upon requests;
- Aids Superintendent of Water and Sewage with bid preparation for materials and equipment used in water and sewer operations;
- Assists with special projects as assigned by the Superintendent of Water and Sewage;
- Attends all required meetings and administers all functions within the department in the absence of the Superintendent of Water and Sewage;
- Oversees maintenance of easements;
- Prepares a variety of records and reports related to the work;
- Supervises and participates in field survey inspection and data taking for the purpose of collecting information to serve as the basis for preparation of estimates, plans and specifications for engineering and public works projects;
- Prepares specifications, coordinating technical services and final inspection of major construction projects conducted by outside contractors involving municipal facilities;
- Assists in coordinating the efforts and inspecting the work of consulting engineers and architects whose services have been acquired for the performance of engineering projects;
- Provides coordinating technical service and final inspection of major construction and maintenance projects;
- Performs a variety of related duties as required.
Full Performance Knowledges, Skills, Abilities and Personal Characteristics:
Thorough knowledge of the principles and practices of hydraulics and sanitary engineering as related to the proper operation and management of water distribution and sewage collection system construction and maintenance; thorough knowledge of the principles and applications of physics and of chemistry as applied to sewage treatment and disposal; Ability to lead and manage staff.
