Job Description
The New York City Department of Design and Construction is seeking to hire a Junior Associate Commissioner for the Division of Human Resources & Staff Development and the Office of Diversity and Industry Relations. Reporting to the Executive Deputy Commissioner, the selected candidate will manage high-priority initiatives, the divisions’ senior staff as well as provide guidance on program implementation. The Junior Associate Commissioner will also serve as an advisor to the Executive Deputy Commissioner on how best to achieve strategic division goals. He/she/they will also coordinate interagency activities and manage all communications on behalf of the Executive Deputy Commissioner. The Junior Associate Commissioner will lead and implement various strategic planning processes across the divisions, providing leadership with important information to prepare for upcoming meetings and presentations.
The responsibilities of the Junior Associate Commissioner will include, but are not limited to: acting as an adviser to the Executive Deputy Commissioner and representing them in internal and external meetings when necessary; advising the Executive Deputy Commissioner on strategy and policy issues; determining key performance indicators and how to measure division performance; identifying and helping solve core problems or opportunities within business processes; responding to inquiries on behalf of the Executive Deputy Commissioner; providing support and oversight for special projects; and providing recommendations on improvements across the divisions. The selected candidate will ensure the decisions and policies of the divisions are implemented and executed across various divisions and programs within the agency. In the absence of or at the discretion of the Executive Deputy Commissioner, supervise and provide guidance to staff members reporting to the Executive Deputy Commissioner.
Candidates may be required to attend meetings after normal business hours
Minimum Qual Requirements
This is an exempt title within the Management Class of positions.
Under the executive direction of an agency official, with the widest latitude for independent initiative and judgement, performs duties at a senior executive level in the creation, direction, and administration of agency policy initiatives or programs to further a specific city agency goal and will work directly for the official on innovative matters.
This position will be filled by issue experts with specialized programmatic expertise and experience in areas such as newly evolving policy or emerging operations.
Preferred Skills
Candidate should have excellent verbal, written, communication, and management skills; Candidates should have demonstrated leadership experience and problem-solving skills to assist with the daily operation of the divisions. In addition, candidates must have experience managing staff in a variety of roles. Candidates must be able to address sensitive and complex questions and manage multiple programs and priorities. Qualified candidates must possess excellent verbal and written communication skills. Candidates must be detail-oriented and demonstrate interpersonal, tact,
discretion, reliability, and organizational skills. Computer skills with an emphasis on Microsoft Word, Excel, and PowerPoint are required.
