Job Summary
The Managed Care System Unit is seeking an Agency Policy Specialist to serve as a Health Policy Specialist. This position will provide critical support, coordination and leadership in statewide Managed Care System policy development and assist in legislative work for the Health Policy Division more broadly, to ensure that Minnesota’s HMO regulation and statutes meet the needs of enrollees in the state and complies with state and federal laws.
Responsibilities include:
- Tracking state and federal activity related to insurance/HMO and related regulation, coordinate development of legislative proposals with statewide impact.
- Representing the department with key stakeholders.
- Conducting research and develop expertise regarding policy options and develop the necessary legislative materials.
- Assisting in development of long-range policy strategies for oversight of provider network adequacy, consumer protection, and quality of services, and coordinating with the corresponding program in the Department of Commerce.
- Supporting the Managed Care Systems Section Manager and staff in implementing policies and legislation as needed and in developing communication materials for internal and external users.
This position has the option to work a hybrid telework schedule, likely with more time in the office during the legislative session; however future work locations and schedules will be based on the business needs of the unit and supervisory discretion.
Qualifications
Minimum Qualifications
Three (3) years of professional experience in health policy development. Professional experience must include at least one of the following:
- Performing policy research
- Drafting legislation or rules
- Providing formal policy advice
- Interpreting the impact of policies
- Implementing new policies into existing practices
Bachelor's degree in Public Health, Public Administration, Business Administration, Public Policy, Health Policy, law or related field will substitute for 12 months of related experience. A Masters' degree in the fields mentioned will substitute for 18 months of related experience.
Preferred Qualifications
- Advanced degree in law, public health, public policy, public administration, economics or related field.
- Knowledge in health policy development and implementation.
- Knowledge of continuous quality improvement principles, methods and tools
- Experience in establishing metrics and other performance measures.
- Experience planning, leading, and facilitating meetings.
- Experience in working with the legislative process, drafting and interpreting legislation.
