Responsibilities:
The primary purpose is to provide direction, administer and manage the operation of the various functions of the Purchasing Department. Ensure that the material and service requirements of the University are met in a timely, efficient, effective and ethical manner. Provide oversight of all purchases in compliance with the State and University procurement policies and procedures. Plan, direct and coordinate the various purchasing functions and provide general and specific guidance and supervision to all Purchasing staff members. Review requisitions, bids specifications and purchase orders for accuracy, fairness and adherence to policy and procedures. Ensure all requisitions, bids, purchase orders are processed and orders are delivered to departments in a timely manner. Develop, revise and update Purchasing policy and guidelines. Administer the proper accounting for fixed assets and surplus property. Coordinate and administer the records management functions and assist with risk management functions.
Qualifications:
Required: Bachelor's degree in business, finance or related field.
Preferred: Five years of progressive work experience in procurement, preferably in a higher education environment. Knowledge of Missouri General Statutes and federal regulations guiding procurement practices. Demonstrated expertise in independently drafting and analyzing RFP's, RFQ's, RFl's, contracts, business documents and/or other agreements while ensuring compliance with applicable laws, guidelines and prime contract terms.
Salary: $55,000 - $60,000
