GENERAL PURPOSE
Performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair and maintenance and replacement of wastewater facilities and systems and water facilities and distribution system.
SUPERVISION RECEIVED
Works under the immediate supervision of the department lead. May receive assignments, performance review, training, and guidance from Public Works Director and/or Designee.
ESSENTIAL DUTIES AND RESPONSIBILITIES

The following are the same for both positions:
Performs skilled and semi-skilled maintenance and operation activities designed to provide quality service for the City’s wastewater and water systems.
Sewer - Inspects, maintains, operates and/or repairs malfunctions at the wastewater treatment plant; repairs gauges, pumps, filters and other controls and equipment at frequent intervals to insure that all aspects of the system are functioning properly.
Water - Inspects, maintains, operates, and/or repairs treatment equipment, booster pumping stations, reservoirs, meters, distribution piping, hydrants, etc., at frequent intervals to insure that all aspects of the system are functioning properly.
Works with assigned crews in installing new service lines.
Assists Department Lead in maintaining a variety of records relating to inspections, maintenance activity, lab work, etc.;
Determines the locations of gas, telephone, power, television, and water and wastewater lines from the appropriate sources prior to excavation.
Responds to customer complaints, evaluates situations, and explains findings to supervisor.
Ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
Drives trucks of various sizes and weights related to the operations and maintenance of the departments system.
Performs routine inspections and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
Performs all duties in conformance with appropriate safety and security standards.
Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, main and pipe repair, laying and backfilling.
Makes purchasing recommendations on any material or equipment needed to carry out the duties of the division and makes purchases upon approval;
May train entry-level employees and part-time employees to perform the essential duties and responsibilities of the position when assigned;
Perform all duties in conformance with appropriate safety and security standards;
Standby duty may be required for this position.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from high school or GED equivalent, and
- At least one (1) year of experience performing a majority of the essential duties and functions of the position, or;
- Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
- Working knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities done by a utility field;
- Working knowledge of hazards and safety precautions common to work completed in the utility field;
- Working knowledge of the practices, methods, materials and tools used in modern equipment and facilities maintenance;
- Skill in operation of the listed tools and equipment;
- Ability to train and provide guidance to entry-level or part-time employees;
- Ability to perform heavy manual tasks for extended periods of time;
- Ability to work safely, ability to communicate effectively, verbally and in writing;
- Ability to establish and maintain effective working relationships with employees, other departments and the public;
- Ability to communicate effectively verbally and in writing;
- Ability to handle stressful situations, maintaining composure while under pressure;
- Ability to follow and implement City safety guidelines and procedures;

SPECIAL REQUIREMENTS
Tech I
- Valid Washington State Driver’s License and clean driving record
- Flagger certification, confined space entry, first aid/CPR certification within one (1) year of hire;
- Wastewater Treatment Plant Operator In-Training (OIT) within one (1) year of hire OR
Water Treatment Plant OIT and Water Distribution Manager OIT within one (1) year of hire.
DESIRED QUALIFICATIONS
- CDL certification with tanker endorsement
- Ability to reach Stanwood within forty (40) minutes for call-outs.
TOOLS AND EQUIPMENT USED
Motorized vehicles and equipment, including dump truck, pickup truck, utility truck, tamper, plate compactor, saws, pumps, compressors, sander, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch, etc.
PHYSICAL DEMANDS

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and /or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
The noise level in the work environment is usually loud.
