Provide management and direction for the administration, operations and maintenance of the Citys wastewater treatment plant. Serves as liaison with between federal, state and local government regulators whose purview covers the activities of the division. Directly supervises the supervisory and clerical staff and is indirectly responsible for all the staff of the division to support 24/7/365 operational requirements. Prepares administers and monitors the divisions budget. Integral to the position superintendent of Water Protection is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.
Responsible for accurate and timely preparation and reporting of all information required by federal and state permitting requirements and applicable laws, some of which include: Discharge Monitoring Reports, all final effluent testing such as heavy metals, whole effluent toxicity etc. Land Application Reports and the Pretreatment Program. Oversees purchasing procedures for the department. Prepares and Executes annual budget and monitors expenditures. Oversees the operation of the technical elements of a biological nutrient removal plant, along with support processes including a biosolids dryer, ultraviolet disinfection, and large diameter storm water conveyances required by the Combined Sewer Overflow program. Plans future operation and maintenance projects for the Water Protection Division. Supervises staff and coordinates a wide variety of personnel matter. Serves as the contact person for any official dealing with regulatory agencies. Supervises the daily activities of the industrial pretreatment program, municipal separate storm sewer system permitting and overall programmatic oversight. Oversees the analytical work of the laboratory, monitoring industrial loading impacts and plant operating parameters on a regular basis. Develops and invests in the growth and development of staff skills, knowledge and abilities via multiple methods and approaches.
