Job Summary/Scope
Responsible for developing and coordinating the City of St. Joseph's efforts to improve stormwater quality under the direction of the Technical Services Manager.  Primary focus lies with compliance with the requirements in the City's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit and Combined Sewer Overflow (CSO) Long Term Control Plan (LTCP) as well as related goals, objectives, policies.  Assists as needed in activities related to compliance with the City's other NPDES permits, Industrial Pretreatment Program, and Fats, Oil, & Grease Program.
 Examples of Duties & Responsibilities:
Essential Duties and Responsibilities
  • Plans, coordinates, supervises, and advocates for compliance with the City's MS4 permit.
  • Develops and maintains a Stormwater Management Plan in compliance with the MS4 permit.
  • Researches and recommends policies and codes for MS4 permit compliance and sustainable watershed management.
  • Coordinates grants related to stormwater quality, including grant writing and management, and working with local partners.
  • Participates on steering, technical, advisory, and planning committees for stormwater and environmental projects and issues.
  • Conducts and oversees illicit discharge field investigations, industrial inspections, and enforcement actions in accordance with MS4 permit requirements, CSO policies, and City ordinances.
  • Conducts and oversees water quality monitoring including stream and storm water sample collection and delivery to a laboratory, use of field monitoring equipment, and rainfall and flow data collection.
  • Records, manages, and analyzes stormwater data clearly and concisely.
  • Stays informed on federal, state, and local water quality regulations, attends regulatory meetings, and provides written and oral information to departmental staff regarding regulatory changes and implications.
  • Manages consultant contracts for water quality studies.
  • Organizes water quality, MS4 program data, and CSO program data into formal reports to be submitted to the Missouri Department of Natural Resources and the US Environmental Protection Agency.
  • Maintains organized files and records for MS4 and CSO compiance and program administration.
  • Prepares and presents oral and written informational reports as well as supplemental visual aids and handouts.
  • Effectively communicates, orally and in writing, with the public and other departments, agencies, organizations, and groups regarding water quality protection.
  • Writes, designs, and coordinates printing of educational and informational materials, webpages, and displays about stormwater for the purpose of public education and involvement.
  • Coordinates the planning, production, and execution of special events including creating special publications and coordinating registration and volunteer participation activities as assigned.
  • Attends workshops, conferences, and other training for professional development purposes.
  • Supervises the work of interns and internal work crews temporarily assigned to assist in various aspects of MS4 and CSO compliance including but not limited to water quality sampling and data collection and response and investigation of illicit discharge concerns.
  • Conducts all work in strict adherence to all applicable Health and Safety rules and procedures.

Material and Equipment Directly Used
Operates a variety of sampling and field equipment, laboratory equipment, and standard office equipment including computers, copiers, scanners, telephones.  Drives a light vehicle.  There may be times when use of a personal vehicle is required.
 
Working Environment/Physical Requirements
Work is performed is a variety of environments including wastewater treatment and conveyance facilities, office, laboratory, industrial facilities, restaurants, construction sites, and streams/rivers.  Work may be performed in a range of environmental conditions such as extreme cold or heat, dust, fumes, wind, precipitation, and noise.  Must have hearing and visual acuity and to be able to stand for lengthy periods of time.  Must be able to walk over uneven terrain, bend, stoop, climb, crawl, and perform other similar physical activities.  Frequently required to lift 30 to 50 lbs.  Some overnight and/or day travel may be required for business purposes.  Vacation and other leave scheduling shall be requested in advance and approved by the appropriate supervisor.
 
 Education:
Education
Bachelor's Degree in Natural Sciences such as Environmental Science, Biology, Chemistry, or Geology required.

Passing of a drug screening required prior to appointment.
