Full-time position available with the Health Department, Financial Services Division, 2400 Troost.
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. Telework can be discussed with the manager.
Plans, directs and coordinates projects or manages operations, budget preparation and administration and review of departments and programs. Utilizes skills in financial management and analysis, quantitative and qualitative research, grant writing, budget development and administration, and ensuring the efficiency of systems, policies and procedures. Gathers, organizes and analyzes data and reports results. Provides training and technical assistance to less experienced staff and carries out the assignments. Work is reviewed through periodic conferences, review of reports and supporting work papers and observation. Performs accounting work covering all phases of account maintenance, audit, and expenditure control of fiscal transactions. Supervises the accounting activities of the Health Department. Manages the compliance of all financial aspects of grants, documenting payments and expenditures, optimizing the grant administration process, overseeing fund-raising, preparing progress reports, ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases, engaging with donor agencies, educating staff on policies, and preparing financial reports. Exercises considerable judgment in planning, installing, revising, and maintaining accounting procedures, and in the preparation of statements and reports. Work assignments are received in general form indicating results desired and questions relating to major objectives and priority of work are discussed with an administrative or technical supervisor. Coordinates and assists in the control of departmental fiscal affairs; grant management, accounts receivables and accounts payables. Reviews and verifies monthly journals, and other duties as assigned.
REQUIRES an accredited Master's degree in public or business administration, urban or regional planning, economics, accounting, finance or a related field and 3 (OR an accredited Bachelor's degree in the listed fields and 5) years of progressively responsible, professional experience in public or business administration, corporate or municipal finance, budget, research, accounting or a related field, including 2 years of experience at the City's Analyst level.
Salary Range: $5,794-$8,833/month.
