Full-time position available. Normal Work Days/Hours: Monday-Friday; 8:00 a.m.-5:00 p.m. Secures property deeds, easements, franchises, and agreements necessary for procuring rights-of-way or total property takings by direct negotiations or by condemnation. Conducts interviews with displacees to determine eligibility for relocation benefits under applicable state and federal guidelines. Utilizes considerable initiative, independent judgment and tact in negotiating with property owners and the public. Utilizes a working knowledge of legal and departmental practices applied in the preparation of maps, case files and similar documents involving right-of-way and relocation work. Demonstrates knowledge of basic real estate principles, applicable state and federal regulations governing property acquisition and relocation. Reads construction and location plans and legal property descriptions and explains and discusses land acquisition problems with attorneys, engineers, property owners, and other interested parties and advises them in the solution of these problems. Manages considerable caseload in an effective and timely manner and maintains effective working relationships with property owners, associates, municipal officials, and the general public. Keeps records and reports. Requires an accredited Bachelor’s degree in business or public administration, social sciences or engineering; and 3 years of progressively responsible experience in real estate appraisal, title examination, the sale or acquisition of real estate, or administration of relocation; OR an equivalent combination of qualifying education and experience. Certification/licensure in land surveying and/or right-of-way acquisition is preferred.
